Is this a joke??? Place is a flood zone were people do drugs and drink.....

Not a "flood zone" but one of the only remaining portions of the swamps that orinigally covered Scott County and the surrounding areas before they were drained for industrial agriculture in The 1850s. The area was established to repair some of the damage that draining did to the ecology.
