I was looking for a local software developer who could create some unique functionality within a budget. Going offshore is everyone's first thought because of the low prices they quote. But it's been my experience that new projects rarely turn out well when you go offshore. They're better suited for long-term maintenance. And their pricing was considerably less than what I was quoted by several other full-service stateside development companies.
