I work at another vet clinic and called to get records on a client's newly adopted dog. The new owners claimed RAC wouldn't release the records because they needed the old owner's approval. These new owners just wanted to make sure the dog got all of its vaccines, not just rabies, and wanted to make sure there weren't any other medical conditions that needed to be treated, or medication reactions etc. They want the best for their new baby. The dog was also diagnosed heartworm positive at our clinic. So I called RAC and nicely explained what was going on, that the new owners as well as their clinic have been trying to get in touch with the previous owners to no avail. The person I spoke with told me some lie about releasing records without the previous owner's approval violated HIPAA. Yes, I said HIPAA! HIPAA doesn't apply to pets (even a simple Google search will show that). After doing research and upon visiting the AVMA (American Veterinary Medicine Association) website listing states and their animal record release requirements, I learned Arkansas has NO laws, rules or regulations about animal record releases and that this receptionist LIED. If this clinic really cared about their patients' health and wellbeing they wouldn't make it so difficult for them to be taken care of elsewhere. What if this dog was having an emergency reaction to medication, or was given the flea and tick pill only to have a bad reaction because it had a history of seizures that the new owners didn't know about because RAC wouldn't release records? I would never trust or take my own babies to a clinic that doesn't make sure they got the best care possible, no matter what clinic they were at!!!
