It's really going to depend on what you like. On the one hand, their cocktails are really good, and it is a nice Dickson street location. I don't particularly enjoy this location, they don't really have anything all that unique or interesting to recommend them in my opinion. They are just another Dickson street college bar. Somewhat pricey and upscale and they tend to attract the more college age fraternity crowd. Just not my crowd. It's usually very loud and crowded in here, with nothing to do. They don't seem to do much live music, so you're in a loud bar full of frat boys, drinking pricey drinks, and you can't hold much of a conversation without yelling, but there is not usually any live music to provide entertainment instead.
That said, I'm pretty sure that the same owner also owns the dive bar out back of 21st Amendment. Literally one of my greatest forms of entertainment is to go sit in Rogers Rec and watch rich college boys walk down what they think is the hallway to the bathrooms, but instead they come out in the local dive bar and pool hall where in my misspent youth, biker gangs hung out with goths, and people used to get knifed on a regular basis. Some serious money used to get laid down on the pool games in there as well. For many years, this bar was lit only by the random assortment of neon signs. It technically had light bulbs, but they were all burned out. There was one actual light bulb hanging over one pool table. There was an urban legend that if that light bulb ever burned out, the bar would close.
I miss sitting in the Rec playing Shadowrun campaign with weird college friends, underage as all hell, listening to The Cure on their trash sound system, flirting with weird crazy bikers, and threatening to knife the occasional redneck who got a bit pushy. But, there is still a little bit of that vibe left, while being a much cleaner and safer place to hang out these days.
The Rec has cleaned up it's act a ton since 1987, but there's still a definite "boy, you ain't from round here" vibe when daddy's little senator-in-training walks in, and it's great. That said, if they are chill and they can hang, the locals definitely make them welcome.
Personally, if you wanted more of a local flavor and a slice of Fayetteville history, my suggestion about 21st Amendment would be go straight down the hallway and out the back into the Rec. And, while you are there, go out the back door of the Rec and turn right, and see what the local court yard full of random food trucks has to offer. There's a mediterranean food truck right next to the wrecks patio that is amazing.
However, if you are looking for more of a college bar feel with a bit of a classy vibe to it, you'll probably enjoy 21st Amendment. And like I said, if you have the money, lots of their cocktails are pretty good.
