This laundromat is clean, tidy, safe, and cheap compared to other laundromats in the area. The small washer ("double load") is $2.25 and washes for 20 min. The large washer ("triple load") is $3.25 and washes for 23 min. The triple load is closer to a regular load you'd expect to do in your home washing machine. The double load is pretty small so just wait longer and use the triple load washers. Dryers are still $0.25 for every six minutes. I wasn't there during the heat of the summer so can't answer to the no AC (though I've heard there's only one laundromat in Annapolis with AC), but the place was very comfortable when I was there in October. There's a little folding room. The place was pretty empty when I did laundry on a Sunday. Also, people were in and out, no one seemed to fear their laundry being stolen so it seemed pretty safe. You can get wifi from the cafe across the street as well as a nice coffee, tea, or muffin while you wait. Beware that free parking is harder to find since it's downtown, but there's plenty of potential for free 2-hr spaces on Prince George St. just around the corner.

Update: As of summer 2011, prices have gone up. The small washer is $2.75 and the large washer is $3.75. The dryers are $0.25 for every FIVE minutes. Having now been there in the summer with no AC, I'll tell you that it is HOT in there! Be prepared to sweat, but this place is still cheaper than the other nearby laundromats. And I still haven't found that other laundromat with AC! :)
