I’m new to the area and was looking to get my kids established. I called and was told they will take my information and then let me know if my kids were “accepted as patients.” I’m a single mother working full time and my kids have BCBS and United Healthcare for insurance (paying biweekly premiums) I did recently apply for Medicaid as my daughter needs braces and I cannot afford $10,000+ upfront ( and that estimate is based on what it would be after her Delta Dental pays). I was told Medicaid would be a secondary as her Primary insurance pays first ( obviously) I have NEVER even used her Medicaid card as I only need it for her braces and was told by the caseworker at the Medicaid office it was my “choice to use or not use the Medicaid card.” This Drs office looked on the Medicaid website and found my kids names listed as eligible even though I did not disclose that they could use Medicaid... I assumed just like all other offices that don’t take it... they would just bill my primary insurance and have me pay our copays and whatever our insurance didn’t cover. They argued that “legally we have to bill Medicaid for anyone that has it, and since we are at capacity for Medicaid patients we cannot take your kids.” I told them we are not strictly Medicaid patients we have private insurance and I can pay upfront for anything needed. I also called the caseworker at the Medicaid office who said “they are ABSOLUTELY WRONG- You don’t have to use your Medicaid secondary insurance if you don’t want too and No, legally they DO NOT have to bill Medicaid if it is a secondary.” I told them this and they said “Well it’s our policy.” Bottom line... I feel my privacy was violated (HIPPA) as they did not have my permission to even look into any other insurance information. Yes, I know the website for Medicaid is available for providers to look at but if I didn’t give them their information and chose not to file it, I don’t feel it’s their business when I have private insurance that will pay... I will be contacting a compliance officer to discuss this further. I also feel it’s discriminatory to refuse care to people period, but especially if they have insurance?! That’s downright ridiculous! It’s pretty sad when you live in Illinois and have to go to Iowa for care. She said “ Ya at least on the Iowa side they don’t take Illinois Medicaid so you shouldn’t have an issue.” Lady, do you hear yourself?! An Illinois resident has to go to IOWA to use Private insurance... the SAME insurance I was going to use at their office. Thank God BCBS and United Healthcare don’t require you to DR in the state you reside. Isn’t this why offices make you sign agreements to pay? If your insurance doesn’t cover all your services you are acknowledging you are responsible.
