came after midnight, one of the only places that are open 24 hours. the food was good, although super overpriced for what it is. the service was INCREDIBLY slow, and all of the employees definitely were exhausted and showed no morale for customer service. most likely understaffed as well. don't keep a restaurant open 24 hours if you can't keep the quality up during night hours.
Eat breakfast here, set out in open area by casino. Nice. We both had different skillets, she had B&G’s AND I had the Italian skillet. The portions are big and service was quick.
Maria is the best! She was very professional, friendly and attended exceptionally to all our needs! Citizens is lucky to have her as a part of the team! Also, the food came out in a timely manner. They have a nice sized cocktail menu and food menu.. all within the price range you would expect from a restaurant that is located within a casino.

One of the only places that is open for breakfast / lunch before 1130. Food is pretty solid and drinks are good. Service was okay, but the place was swamped when we went.

I was there between 2-3 am and it was pretty busy for a Thursday. I’m giving my review only because the Chicken Nachos were so delicious. These nachos are piled high, the corn chips had the perfect crunch and so tasty. The hostess was really nice & service oriented. However, my server needs to step up his guest service skills. He took a long time to bring water, a box and the bill. It’s Vegas though... perhaps he was having a rough night. My tab was was $23... a little pricey for water & nachos but totally expected. I would go here again!

Bacon burger is 19$ and the bacon really isn’t great, save yourself a few bucks and forego that aspect. It also come completely dry, so make sure to ask for mayo/ketchup/whatever. Otherwise it’s a decent place to grab a bite. The beer was 11$/bottle, which is spendy but sitting at the bar gives you really fast service. Typical Vegas tourist destination.

The burger came out with bread instead of a bun and I was immediately concerned. I was tentative but tried it and was shocked at how amazing it was. Cool experience to be proven wrong and just because it's tradition doesn't make it better

This will forever be my go-to spot at Mandalay. The food prices are reasonable especially for the quality of the meal. I was very happy with every breakfast and lunch I had. I highly recommend Citizen's. It's a great place for an early morning meeting with co-workers before hitting the conference.

We ordered their overpriced $19 hot pastrami on rye bread. Their pastrami was a tough and chewy. I suspect that they don't sell a lot of pastrami. It doesn't come close to "The Hat" pastrami. PROS: Fast service for takeouts. CONS: Tough and chewy pastrami. They didn't ask me what bread I wanted. I would have preferred plain bread instead of rye bread.

Food was good one time. Another time i walked in waited 20 min for someone to take my order at the bar. Bartender was too busy to take it. Walked out. Bartender also had profoundly annoying demeanor. Blonde, effeminate, cocky as a rooster.
We ate at this restaurant 4 times during our stay at Mandalay Bay. The ribs and mac and cheese were to die for. Carrot cake was delicious. Ultimate breakfast is a great choice for breakfast for 2. Now I just need the recipe for the mac and cheese

We were waiting at the to-go counter and the staff member walked away, she just disappeared for close to 10 minutes. By the time she came back there was about 25 people in line. She was very rude when I were trying to order, she did not acknowledge the fact that she had just disappeared. The dessert we ordered was just okay... I won't be going back

Nice place for a breakfast with friends. I ordered the egg and bacon sandwich and it was above what I expected for the price. The potatoes were good, but a little too soft for my taste. It is the place to go if you want a good espresso.

Great restaurant for late night! I got the chicken noodle soup, and it was delicious. My boyfriend and I split their famous Bloody Mary, which consisted of a huge crab leg, a jumbo shrimp, green olives, cherry tomato, beef jerky, and a celery stalk... Oh my gosh. It was worth every penny spent! They even put Old Bay seasoning on the rim. Highly recommend!
Had an early lunch here and it wasn't crowded at all. Service was quick and the servers were attentive. The place is very clean with nice ambiance. We ordered the quinoa salad (topped with arugula), lemon dressing adding salmon as our protein. Yummy and I stayed full.
They are open late so that is nice. Sometimes it can take a while to get your order.

The people working there were exceptional, very accommodating. We had breakfasts there for 3 of the five days we were there. I was in a wheelchair/scooter.

Food is amazing. Ordered something different, the meatloaf and very smoothly whipped potatoes. The entire plate was full of flavor. Mac and cheese for the little one and chili for the wife. We boxed up what we could not finish and, still great warmed up at home. The service is excellent. Our server made sure we had everything we needed as our little one is still learning to eat with the adults. Definitely recommend if you're out for casual and very very good.

I don't know where these people that reviewed this place ate. My boss' bagel was left in the toaster for 10 mins after it was done. My breakfast burrito's avacado was actually lime cream sauce and it was served with a marinara sauce instead of salsa. For the two items 30$ and 35 mins.
Stayed at Mandalay Bay this weekend. Tried this place for breakfast my last day there. Wish I would've gone there earlier in my trip as the breakfast was really good!! The omelette and breakfast potatoes were filling ans nicely prepared. Agree that it was a little pricey but, every place IN Mandalay Bay is pricey.
The food was great and service was the best
They weren't kidding when they say that they serve large portions. You will not go home hungry. We ate here as a last minute sort of thing. We expected it to be nothing special, However we were pleasantly surprised! The food was delicious and well priced. The server was so attentive and we enjoyed our meal immensely. Would return again for sure.

A great place for breakfast and other meals. I went there every day for a protein shake when I stayed at the Mandalay Bay. The wait times are short (much less than going to Starbucks, and the food you can get is better).
We hesitantly came here for breakfast on our check out day at Mandalay Bay. Other recent reviews left us skeptical of food quality and service. Service wasn't the quickest, but the overall experience would be hard to beat. It took us about 45 minutes from being seated to leaving the restaurant. My wife and I decided to split the ultimate breakfast and we ordered an extra side of sausage to make sure there would be enough food. We were pleasantly surprised when our breakfast came pre-split for us, with way more food than we expected! Each of us were given a huge plate with one egg each, 2 pancakes, 2 slices of bacon, and breakfast potatoes. It was exactly what we were wanting and didn't even have to ask. We felt like we got much more food than had they just left it all on one plate. It was a simple breakfast that was the perfect way to split between a couple, all for the price of the regular menu item. We will definitely be back for breakfast here and add it to our list of regular restaurants on our Vegas cycle!

I wanted a late night snack, and received a late night meal—well, as much as chips, salsa, and guacamole can be construed as a meal. They gave an extra generous helping of each, and it was very fresh, and flavorful. The staff is friendly, and the restaurant is clean and conveniently located inside Mandalay Bay.
Grabbed lunch here and was very impressed. Their roast beef and onion wrap was incredible. It was actual perfectly sliced roast beef and not the typical deli meat you’d find elsewhere. You get a huge sandwich with a very generous amount of meat, I honestly could only eat half The service was fantastic, extremely quick and efficient even during a busy lunch. The staff where accommodating and helpful and prices very reasonable —especially for Vegas. Tons of seating inside and just outside the restaurant. Really enjoyed it. They have a huge variety of food, desserts, coffees, teas and more. Such a cool place.
We came here for breakfast. It was quick, taisty and secluded enough to make you forget your in a big casino. The coffee was good and you can get espresso drinks.
I went to this restaurant two nights back to back because of convenience. The first night was barely okay and the second night I ordered my meal and stressed to the waiter no bacon please... of course it came with bacon all over. When I told him about it, he took my food and picked the bacon out then turned around within seconds. They seemed annoyed because of my insistence of no bacon at all. Yes I sent the food back and went to bed hungry.
Turkey/Alvacado was the best. Great beer selection. Staff very attentive.

Overall this place was a great experience. We stayed at Mandalay Bay recently and couldn't decide where to eat the first night we were there. So we decided to try Citizen's and it was the right decision. They have a very diverse menu, the portions are a good size and the price is fair for the fact that it is in a Casino/ Resort. The outstanding thing about this place though for us was the service. The first time we ate there our server Art made all the difference and really his attitude, friendliness and honesty was what set this place apart from the other restaurants in Mandalay Bay for us. His recommendations were spot on and he was genuine. He made eating there an experience to remember and it's why we came back 3 more times during our stay. All of our servers were good, we never waited over 5 minutes to be seated. Our food was out to our table with in 15 minutes and we never had a bad meal. The fish and chips is very good and huge, the meatloaf is delicious and homey, the carnivore pizza hits the spot for a late night meal when you've been out and had a few. The desserts are delicious to say the least.. check this place out, hopefully you won't be disappointed, we sure weren't. And they are open 24 hours!
Only thing open after midnight...food was good, waiter was not so good - seemed exhausted! The rest of the staff was literally running from table to table, so maybe our waiter really was tired! I got a French Dip which was very good, but the nachos that kept walking past our table looked amazing! We have eaten here before, food is consistently good and they usually have a really good special at dinner time.

We ate here before leaving for the airport. Eggs benedict was delicious. My coworker got the famous bloody mary. It look cool but she didnt really like it. Our server never ask us about our checks and brought us one check.

Food is good, nothing too extravagant at all. Service was decent until we asked for our bills and they couldn't separate them because we needed them that way for company expenses. They took over 25 minutos just to get them separate even though we asked for them that way since we got there.
We wanted to have a capiccino or espresso a few days ago and decided that Citizens cafe looked like the right place. However, when it was out turn at the counter, the two cashiers were chit chatting with an older lady, probably their manager, and did not bother asking us what we needed. We waited patiently and when several minutes passed I was in disbelief. I live in this coty and am used to much better service. The place looks amazing but their ignorant behavior ruined our experience. We decided to leave and that’s when they realized we were there and asked what we wanted. We left without saying a word. I’m not sure this type of behavior is due to union work-ethics or something else but I think customers should be respected whether they are from here or somewhere else.

This place looks really nice and well located. We came twice for breakfast but first time we were to late since they stopped serving breakfast around 11am could be earlier not to sure but second day we got there right around 10am and had breakfast, our server was training someone and both were very friendly our waiter took time to ask if we been there before when we said it was our first time he went on to share their most popular dishes I was a waiter for many years and I really appreciated that info, since It could be hard to find good breakfast I’m some restaurant and same dishes are prepared differently depending on the restaurant. Over all I like this place.

I was very disappointed with the service. The food is good but the staff definitely needs to work on customer service. We had a group of 6 that wanted to be seated. The hostess told us to wait while she went to check. After a few minutes she returned and told us she could seat 5 of us but thats it. I told her I would see what the rest of the group wanted to do and when I turned back around she was gone again. She came back 30 seconds later and I informed her we would take the table for 5 but she responded that she gave to someone else because we took too long to answer her! Hello I turned around to talk to the group that was in front of her podium. She gave so much attitude and when I asked her what happened to the table she just offered she simply said " you took to long to answer so I gave it to another party" Then followed with " if you want to eat as a group you can order to go and eat it in your room" and walked away. since it was getting late and we were hungry a few from the group ordered to go. The girl at the counter was not very pleasant and got snappy when my husband asked about items on the menu and kept rushing us. After ordering we waited 54 mins to get our food. I had to ask multiple times and even when I asked them to refund us and cancel the order she said she would have to get the manager to cancel it and waited another 20 mins for someone to come over. By then our food finally was ready. Such a disappointment because we were really looking forward to eating here and probably would have returned for breakfast the next morning if it wasn't for the rude staff.

Tasty Late Night Go To Place. Love it here! Service is pretty good too! Didnt like the guy throwing up in the seat next to us, but hey, it's Vegas and some people just can't hold their liquor. Not Citizen's fault. They were excellent at getting us moved quickly and getting the mess cleaned up fast.

I don't normally give bad reviews, but I have to write this one. Citizens is a 24 hour kitchen. At night time they have a limited takeout menu composed of more simple dishes such as PB&J, cheese quesadilla (add chicken), french fries. These are all very quick meals to produce, which is important considering the number of people who are still out and about at 2am in Vegas. I put in my order for a cheese quesadilla with chicken, and french fries. I then proceeded to wait more than 25 MINUTES for the meal. At minute 28 I asked the manager on staff about my order, to which they said "let me check on that for you". Less than a minute later they come out with my order... This is not a review about being impatient for food, it's a review about a 23 hour full fledged restaurant not living up to the promise of "24 hour service". Citizens, do not claim to be something you are not. To put this all in perspective the gentleman next to me in line also waited this long for their meal... And they only ordered a PB&J.
Worst worst worst service. Rude server, inattentive manager. Wasn’t busy. Never bussed the table, never asked if we needed more drinks, was put out when asked to split check. Stay away from this place. There are so many other amazing experiences here in Vegas. Walk away from this one.
This place was a bit of a hit and miss. It was 11pm and we asked for a table for 2. The lady at the front said 10 minutes and took all the menus away (was it closing)?? Looking into the restaurant there was plenty of seating available, not sure what the go was there. We had breakfast as a group, depending on what you ordered you got mixed results. My sourdough bread ordered with eggs was so hard to cut, it drove me crazy. The pancakes unfortunately was bland and had little flavour. 3rd attempt was at 1:30am, the buffalo wings tasted great and the pizzas were not to bad either.
The food was great. The service was okay. The waitress had an attitude in the beginning as we asked another server where our server was but we had a confrconfe to get to and waited over 5 minutes for someone to come. This could have been a one time situation.

Great atmosphere and YUM FOOD! I love a good Pastrami sandwich and i found it here! Accompanied with fries (which were perfect) and fruit that was READY & RIPE I was full and in heaven!
This place has an excellent select for Breakfast and they are open late. The traditional breakfast offerings of eggs, sausage, potatoes, toast is the best on the strip. Their bloody Mary comes with everything you can think of, even beef jerky and a crab leg! They also have an excellent selection of healthy options like smoothies.
Dropped in for breakfast and enjoyed my meal. Glad I didn't get the pancakes (they were massive and I would have wanted a nap after), but they looked fluffy and full of goodness. The bartender was courteous.
Came here with my wife before the Acers game. Hostess was extremely rude. No greeting, frown on her face. When we told her we needed a table she grabbed two menus and quickly walked away leaving us just standing there. When we caught up to her she put the menus on the table and quickly walked away yelling behind her "enjoy". Food was good, but really the only highlight and reason I'm not giving 1 star was the great service by our server Shanna.
Citizens offers great food but their pricing does not match the quality of the food. The restaurant is busy so I understand that the quality might vary but I ordered a burger and by the time it got to me the buns were soggy. Staff is friendly and they also have a to go service.
Good Food! I got the Frisco Melt and it was tasty. The French fries were also very good. The service was okay. Our waiter was more concerned about the Laker game on TV then he was about getting us refills. I would definitely come back in the future, just hope for a better waiter.

If you're in the to-go area sometimes there's only one person running the cash register and making the food at the same time so it is a bit of a wait! We would avoid this place if it was a long line.
Terrible service! Our waiter never asked us how our food was,beer was warm, got upset when we said check was split, not friendly at all!! Manager was also no help at all. I come to Vegas frequently and I will NEVER recommend this place to others!!!
For a late night eat, this place was very good! Had only burgers and buffalo wings but very tasty and prepped in adequate time and manner. Staff friendly and quick was also a plus.

The food here is as good as any other restaurant, but for the price I feel it’s a bit overpriced. For example, it’s $20 for an omelet, however it does come with other food/additives. I’d eat here again if there was no other choice.
We had breakfast, prices are normal. We had a party of 16 and only one server. The food trickled out, the first three people got their food 4 to 5 minutes before anyone else by the time the last person got their food half our party was done eating. the food was just okay, I actually have had a better breakfast at Denny's.

Horrible experience!!! VERY SLOW SERVICE! Waiter messed up our bills 3 times. Never actually got it right. Manager was rude. INSISTED on payment even though, with her assistance, they could not get my bill correct. Manager accused me of hitting her when we bumped shoulders as I moved out of the way of another guest. HORRIBLE EXPERIENCE!
Coffee was extremely strong and our waiter, Raul’s reaction was less than professional or accommodating..he said “that’s the way we serve it “ and shrugged his shoulders , he might have said “I don’t care” because that’s what I heard. Also, my husbands toast was burnt and cold. I don’t recommend it..we certainly won’t be going back.

They don't have plastic straws. Papers straws ruin the whole taste of the drinks you guys have. It's annoying and once it's soggy, that's it. The straw sticks to your lips. Vegas is full of vices and this place is worried about the enviorment? Come on.

This is my eggs Benedict. Soft boiled eggs, not poached. Returned the dish and then received undercooked and watery almost poached eggs. I say this because when I went in to cut the egg, the white split open with the completely raw yolk intact! Paid full cost of the meal which is whatever. The $14 Bloody Mary was very good, wasn’t going to splurge on the $28 one though. Wife’s breakfast burrito was good. Overall, wouldn’t go back there unless I knew the person who attempted to cook eggs wasn’t there.
