The 10$ everyone seems to be worried about is only a temporary hold on your card. Anything like this is the way it works, in most places and has for a long time. Where as today, everyone has instant access to view their accounts, without any knowledge of how banks hold money to ensure payment and immediatly assume they are being "robbed".
Holds are used in situations where the total purchase is not known and cannot be easily returned. Gas stations, where the "fill me up" total is not known. Where as you might have an idea of how much it costs to fill your suburban on a weekly basis, the machine taking your card does not.
Hotels, where mini bar, food, damages, etc can be added on later. Anything that can act like a temporary "tab".
With a credit card, your credit line is temporarily reduced by the hold amount; with a debit card, the available balance is reduced. When the purchase is totaled, the difference between the hold and the purchase is credited back to the consumer.
The merchant never sees a dime of that hold money, only the amount you actually spend. Some banks will tell the consumer that "the merchant is holding your money". This is not true.
Both the carwash and vacuums do this because the end total is not known. You can add more time by the push of the button (cancel your time by holding down the same button). Could you imagine, pulling out your wallet or purse and swiping your card every 2 or 3 minutes while you are trying to wash your car or vacuum? The push of a button adding more time is a wonderful fearure. It's been meticulously micromanaged with the regard and concern of what will be easiest for the customer, taking into consideration; average time it takes customers, and how much they spend.
And personally I think $10 hold is quite modest and very fair compared to other major companies who will often hold nothing less than $50, and everything more.
